  • COMMENTS FOR THE TREND:
    • MV: While I sympathize with Phil, IMO rushing to enact any rule without fully developing it is not the solution. There are things that need to be taken into consideration before passing an effective rule. Any proposed rule should first be discussed at length by the BOD. After we are in agreement, it should then go thru rules to ensure it is properly written, given placement in our rules, and see if it will have an effect on any current rule. Unfortunately, trying to enact a rule regarding ‘unethical behavior’ is a slippery slope that is near impossible to enforce. Everyone has their own idea of what ‘unethical behavior’ is. How do we determine a universal standard on what is considered ‘unethical behavior'? As this rule is written, who will decide (and under what criteria) when a club/person has allowed behavior deemed to ‘manipulate an advantage to a cat’ that disqualifies points? Will RD's now have to monitor clubs in their region to see who offers 'discounts’ outside normal entry fees? Do we check these discounted entries against current standings? Some clubs work with rescues. Will this rule effect how they can work together to advertise/support a show? Would giving them any type of discount now be considered an attempt to ‘manipulate’? Also, what if a person pays for a friend’s entry (i.e. check, paypal, credit card) and reimbursed? Looking at the club’s financials, this can technically be seen as paying for someone’s entry.

By-Laws:
110.2.2 Except as otherwise provided in these By-Laws, adoption of any proposal by mail ballot shall require an affirmative vote of a majority of all Board Members holding office after all Board Members have been balloted for the shorter of a period of 10 days or 3 days after a majority vote has been attained and the remaining uncast ballots would not affect the outcome of the voting.

  • COMMENTS FOR THE TREND:
    • MV: Under normal circumstances, I do not like seeing board ballots for non-emergency issues. However, I do believe this is something that needs addressed ASAP. Putting on an Annual is a very expensive, time consuming, and exhausting, endeavor. I understand the urgency in trying to secure another venue right away for a successful show both for TICA, and the club.

  • COMMENTS FOR THE TREND:
    • FM: Because of our growing "international family in TICA", I do believe that we need to concentrate on a website that is certainly international language friendly to try and accommodate everyone. But, even though changes in the "computer world" occur quickly, two different TICA Webmasters have had issues with utilizing Joomla in the past six years. At this time, I do not think that going back to Joomla, would be considered as moving TICA forward. I think it needs to be researched and discussed more thoroughly before we proceed.
    • LP: I continue to object to taking action by board ballots on a non-emergency basis... Conducting business via board ballot is problematic for several reasons: 1. Not having an item on a public agenda does now allow for sufficient preparation, research and discussion prior to voting; 2. Not having an item on a public agenda does not allow for membership input; 3. Due to the above, I believe that board ballots, which are akin to closed board session as the motions and discussions are not accessible to the membership prior to action being taken... It appears they are done deals before the membership is even alerted to the issue, does not provide for board transparency...
    • PC: I see absolutely no need for this ballot. We now have a website that appears to be working. To go back to a website that has had major problems recently seems a nonsense. If something is not broken, why change it to something that was?

The issue with the web site is definitely not an emergency situation and should wait till the May meeting. The web site is running smoothly now and I see no reason to take a chance of it crashing again. We should not make anymore changes until the board can discuss our long term options. As with the last board ballot done over migrating to Joomla, BB 14-01, this is more of an internal matter and really doesn’t need a board ballot. When the web site was down, I received many complaints from members wanting to know why and when it will be accessible again. Since it has been back up, I have received zero complaints from members because it is no longer with Joomla. The majority of the members do not care how the web site works, they just want to be able to access the web site in a timely fashion when they need it. The board action referenced in this ballot is BB 14-01: "BALLOT: Budget up to $3,000 for the purpose of migrating TICA's www.tica.org website from a static HTML platform to a Content Management System (CMS) and request the Executive Office work with Erwin van den Bunder to complete the task in a timely manner and in conformance with the deliverables enumerated in his proposal for the project.” The board voted to budget UP TO $3,000 for the purpose of migrating the web site. From my understanding, it has now been a year (and an additional $3,100 spent) with continuing functional issues. What SHOULD be asked is why the amount approved has more than doubled, with a site that is not functional and completely crashing just one year later. There are obviously some issues with the EO and Erwin being able to complete the task at all, much less for the approved-and-surpassed $3,000 budget. (Which that extra amount was not approved by the Board). The "in a timely manner and in conformance with deliverables enumerated" was by far not met by the migration. Why blindly migrate it back to Joomla if there's the chance of yet another crash, more unhappy members, and lost business?
    • PC: I see absolutely no need for this ballot. We now have a website that appears to be working. To go back to a website that has had major problems recently seems a nonsense. If something is not broken, why change it to something that was?
    • WK: I totally agree with Mike's and Phil’s comments. This can wait until the Spring meeting.

  • COMMENTS FOR THE TREND:
    • JB: An excellent offer. We've needed and wanted to do this for years.
    • SA: This is a largely administrative move that has been discussed before and it is time to make it happen. I do not think this move is in any way based on "emotion" and disagree with such characterization.
    • PC: I agree that this improvement needs making. However, I don't know enough about IT to know whether this is a good quote or not, and feel that this should have been made open to bids, rather than be presented with this one single offer.
    • WK: Being a newbie to the Board, I would like the opportunity to understand the issue of the migration of TICA website to a CMS better. Going back and forth between all the emails was not sufficient for me. I would also like us to follow common business practices and obtain bids on the project since this has not been done. While it has been stated that this could have been handled as a function of the EO, it has been brought to the Board. Therefore, obtaining bids, discussing and voting on them at the next board meeting does not seem like an unreasonable process. No disrespect intended for the seasoned board members, but if the Board has waited this long to address this issue, waiting 2 more months and doing it the correct way is the best way to go.
    • LP: I feel I have to vote no because of pertinent information that has not been made available to all board members. If we are to work together, I feel we all need the same information. I agree we need to do something, however, I cannot vote without having more information.
    • RS: The TICA website always has been handled as an administrative issue at the Executive Office. Since the current website was designed one of the main concerns has been that it lacks multilingual support. Due to the architecture of the current website (static HTML) it would be difficult and expensive to support additional languages. Moving our website to a Content Management System (CMS) would solve this issue. At the same time use of a CMS would allow multiple people to contribute to the website content as well as extending the services TICA can offer through its website. There are several people on the Board of Directors who understand the technological aspects and advantages of moving to a CMS in-depth. This board ballot is simply an impetus to start movement in our website's development. The board has not been actively involved in the website development so far. However, the general direction and various issues with the current website have been discussed various times over the last several years. Based on the available information our president solicited an offer from Erwin van den Bunder. Erwin is a professional with a proven track record in this area of expertise. At the same time he understands TICA from the perspective of member, customer, exhibitor, and judge. The offer Erwin made to TICA is beyond a doubt very competitive. This decision doesn't tie TICA to any additional expenses or any person in particular. However, it enables a discussion regarding future developments based on a specific platform which is something a committee or this board can actually achieve within a reasonable amount of time. I understand that some of the members of this board have concerns regarding the time-frame of this decision and may feel like they would like to understand the technical aspects of this decision in more depth. However, some of the comments made lack objectivity and are based on misunderstanding the available information.
    • MV: Doing board ballots outside of meetings has been discussed many times and the outcome has always been that they should be used "at a minimum." and used for emergency situations in between meetings. Being asked to vote on something that has long been a sticking point with previous boards and being expected to go along just because of who is involved is improper. Once again this board has been asked to make a vote without knowing exactly how this will impact TICA beyond today. While I have no personal issue with the actual migration of tica.org to another platform, the issues are: 1. This is not an emergency, and therefore does not fit the reasoning required to hold a Board Ballot. 2. Passing this ballot with no specific approval of future plans (or their costs to TICA), and without true consultation of those who work for TICA, nor input from the membership, seems somehow shady and devious. 3. This is moving too fast, with no good reason. One random communication with someone and we vote on an important issue? What if we take this bid and everything to follow may be too expensive, or voted down by the Board (as in the past). Why start something until we know we can finish it? I understand this is an important time for some but that does not mean the board should continue to act on emotion rather than follow proper procedure. This issue can, and should, wait till the May meeting, when a full report of the transition and future costs and pros/cons can be discussed in detail.

Although in this instance I agree an emergency ballot was necessary, I must find myself voting no for one single reason- transparency. I do want to say that I think Alex Chisholm will do a great job as SW Interim Regional Director and I am truly looking forward to working with her over the next year and a half. However, I do think we had an obligation to keep the members ‘in the loop' regarding this situation while we were dealing with it.
