If you are the breeder of the cat in question, simply register the other parent first and then follow the instructions for the case when both parents are already registered in TICA. Once the second parent is registered with TICA, you can register the litter and the individual kittens online without any additional paperwork.
Alternatively you could also register the cat in question in another association first, get a pedigree from that association, and then simply register the cat using that pedigree.
Another option is to have the breeder fill out the individual registration form. Please note that you have to provide all of the requested information and that the breeder must sign the form.
